Cadet Relocation: Key Expectations

Relocation of Personal Belongings

Preferred Carrier

The Salvation Army’s preferred removalist is Grace Removals.

Relocation Process

If you are relocating interstate training, OFS will initiate the relocation process. OFS will liaise with Officer Personnel to coordinate a quote from Grace Removals. You will be required to provide:

  • Full name and email address*
  • Phone number
  • Current residential address
  • Proposed new address

*For couples, the email address of the nominated cadet will be provided to Grace Removals.

Cost

OFS will assist in covering the cost of relocation. Discuss this with the OFS Team Leader.

Grace Online Portal –

Before Registration

  • Confirm with the OFS Team Leader who is currently residing in the proposed quarters, their vacate date, and when the quarters will be available.
  • Arrange or confirm delivery dates for your belongings.
  • Confirm your planned arrival date.
  • Arrange access to the Grace Online Portal.
  • Review login details and portal instructions.
  • If you have not been contacted by Grace Removals, email: officer.personnel@salvationarmy.org.au

Registration

  • Using the information above:
  • Complete the online registration as instructed.
  • Select “No” when asked if insurance is required.

After Registration

  • Grace Removals will:
  • Contact you to conduct a pre-move survey.
  • Provide packing materials (boxes, paper, tape) based on survey results.
  • Deliver packing materials to your quarters or arrange pickup from their depot, depending on location.
  • Liaise with the OFS Team Leader to finalise arrangements.
  • Assign you a Grace Relocation Specialist, who will be your primary contact throughout the move.

Tip: Record your Relocation Specialist’s name and contact details for easy reference.

Packing Services

Cadets may request Grace Removals to pack their belongings at their own expense.

A separate invoice will be issued directly to the cadet for this service.

Capacity Allowance Limits –

Personal Effects Carrier Limits

  • Single: 17 cubic metres
  • Married*: 23 cubic metres
  • Dependent children: 7 cubic metres per child

*Includes cadets with a non-officer spouse.

Cost

OFS will assist in covering the cost of relocation. Discuss this with the OFS Team Leader.

Exceeding Allowances

Unless otherwise advised by Officer Personnel Support Services, cadets who exceed their allocated allowance will be invoiced by Grace Removals for additional costs.

Additional Guidance

  • Grace Removals is committed to delivering goods safely and without damage.
  • All officers are covered under TSA’s Personal Effects Protection Scheme, including during transit.
  • Cadets should ensure their Inventory is updated prior to moving.

Quarters Internet

Internet Setup and Plan

  • A one‑off internet setup cost (as permitted under relevant policy) may be claimed against your appointment once approved by your Line Manager.
  • Minuted Monthly internet plan costs may be claimed through Coupa. Refer to OFS Team Leader for minuted amount.

Equipment to Leave in Quarters

  • Leave: National Broadband Network (NBN) Network Terminating Device (NTD).
  • Take: Network‑provided modem (e.g., Telstra, Optus, TPG).

Quarters Checklist and Condition Report

Cadets must leave the quarters—and all associated indoor and outdoor areas—clean, tidy, and well maintained.

Appointment Expense – Cleaning and Garden

Covered by Appointment Funds:

Officer Expense

  • Weeding, fertilising, trimming shrubs, and removing garden waste beyond the annual allowance
  • Any professional cleaning service engaged for an “end‑of‑lease” style clean
  • If a contractor is engaged, cadets remain responsible for ensuring the work meets required standards.

Once the OPS is satisfied with the condition of the quarters following inspection, OPSS will release the $500 Relocation Grant.

Inspections

  • Inspections will be arranged by OFS prior to departure.
  • Where possible, an initial inspection will identify maintenance needs, determine whether any damage is “fair wear and tear” or “excessive,” and outline required corrective actions.
  • Damage not deemed “fair wear and tear” will be repaired at the cadet’s expense.
  • A final inspection will confirm that all repairs and maintenance have been completed satisfactorily.

If additional cleaning is required to meet expected standards, the vacating cadet(s) will receive an invoice or remittance letter for the cost. In these cases, the $500 Relocation Grant will not be issued.

Commencement Date to Take up Appointment Responsibilities After Move

  • Cadets who are moving quarters are expected to be in their new quarters by the Effective Date.
  • Prior to taking on cadet responsibilities, up to one week is approved for unpacking and settling in. During this time, cadets are required to reside at their quarters.
  • For Cadets moving in January, the current quarters must be vacated no later than 12 noon on the day of moving.
  • Any variations to these requirements are to be negotiated with the OFS.

Quarters Utilities Connection

Overview

Unless the quarters are part of a building complex, electricity and gas accounts must be held in the individual Officer’s name, not in the name of The Salvation Army.

Utility Changeover Procedure

If Continuing With the Same Retailer

  • The outgoing Officer must contact the current retailer(s) to request a final meter reading and a change of name on the account.
  • The retailer will outline the approval process, which includes contacting the incoming Officer to authorise the name transfer.

If Changing Retailers

  • The outgoing Officer must contact the current retailer(s) to request a final meter reading effective on the property handover date.
  • The incoming Officer will arrange connection with their preferred retailer, commencing on the handover date.
  • For safety, switch off the electricity supply at the main switch before the retailer change occurs.

If the Quarters Will Remain Empty

If the property will be unoccupied for more than one month:

  • Turn off the hot water system
  • Turn off electricity at the main switch
  • Redirect all mail

Mail redirection costs may be claimed from appointment funds for up to six months.

Avoiding Disconnection

  • Do not disconnect utilities unless absolutely necessary. Only the retailer is changing—not the physical service—so disconnection is unnecessary.
  • Early communication between outgoing and incoming Officers helps ensure a smooth transition and avoids reconnection fees.
  • If disconnection does occur, notify the incoming Officer that reconnection fees may apply and that the refrigerator and hot water system will be off.

NMI and MIRN Information

Utility retailers may request:

  • NMI (National Meter Identifier) – electricity
  • MIRN (Meter Installation Reference Number) – gas

These 11‑digit codes appear on the first or second page of the utility bill.

Note: Meter serial numbers may also appear but are not the same as NMI or MIRN.

A photo of the meter or a record of meter readings taken by both outgoing and incoming Officers is recommended for accurate transfer.

Cadet Responsibility

Cadets must ensure all utility invoices are paid up to the date of departure.

Working With Children Checks (WWCC)

  • A valid Working with Children Check is required for all Salvation Army Officers.
  • This is separate from the National Criminal History Check (Police Check).
  • Cadets relocating interstate must update their WWCC for the state in which they will be serving.
  • Costs are considered an appointment expense and may be claimed via corporate card or reimbursement.
  • The Integrity Check Support Officer, Major Leanne Spence, will contact Officers transferring interstate to advise on the process for their new appointment.
